The Customs Union Eurasian Economic Commission provided clarification on the requirement for a local representative for regulated products certified under the Customs Union Technical Regulation (CU TR 004/2011) N° 768 “safety of low-voltage equipment” (LV CU TR) and CU TR 020/2011 N° 879 “EMC of technical devices” (EMC CU TR) and the Decision N° 293 from 25 Dec 2012 “On unified forms of products certified under the certificate and declaration of conformity according to Customs Union Technical Regulations and rules of their execution”.  As of July 18, 2013, a local representative is required for issuance of the Customs Union certification. This is a legal person or natural person registered in one of the Customs Union member-states (Russia, Belarus, and Kazakhstan). The CU Certificate or Declaration will allow products to circulate in Russia, Belarus and Kazakhstan without the individual national certificates.
